In general, use the same version of the recovery disk for CUCM. A 6.1(3)
recovery disk should be ok to use for 6.1(3)b and vice versa.
The recovery disk for 6.1(3) is on CCO:

I'd just dive a bit deep into this to ask you a question:
Let's say I have installed CCM 6.0.1 first. The RPM for IPTABLE was used by
this install was iptable-6.0.1.
I upgraded it using upgarde DVD to 6.1.3 and iptable package also upgraded
to iptable 6.1.3(just for example).
Assume, CCM 6.1.3 has been working for months without any issue. It's
suddenly one of the weired day when customer called and ask all phones are
un-register from CCM6.1.3. (unfortunately they only had 1 publisher and no
backup).
A technician goes to the site and sees CCM6.1.3 is no more booting. It's
stucking on loading iptable blah module and doesn't go further. And he
decides to use CCM6.0.1 recovery Disk.
Now here is the question: since CCM was upgraded to ccm 6.1.3 and if he uses
recovery disk version 6.0.1 to repair the currupt iptable package
(originally shipped with the media):
==> how would currupt iptable-6.1.3 be repaired by an old recovery disk
(v6.0.1) containing older version of iptable6.0.1 ?
PS: That could be CCM RPM version or Informix database RPMS, iptable is just
for an example.
I don't see any special repair disk for CCM 6.1(3). At least I can't see it
on CCO.

the file system pointers/inodes are corrupted and you are unable to boot.
There is an automatic filesystem recovery which has a chance to bring you
back, but usually it takes the manual repair.

has anyone used the "Recovery disk" supplied by Cisco with the CCM media
kit?
I never had to use it so I am just wondering in what circumtances we
need to use it?
Also any inside would be appreciated - e.g. if it repairs RPM's then
does it removes database or what?
