It's normal for line card insertion to trigger a bus stall. The impact
probably depends on traffic load at the time, what other line
cards/supervisor engine you have installed, and how fast you insert
the module.
1. If it's a quiet time, even when the bus is stalled momentarily, the
impact may be reduced or eliminated
2. If your other line cards are fabric-enabled and have DFCs, they
won't be affected by the bus stall as they are effectively detached
from the bus
3. The bus stall begins from the engagement of the first pin on the
module with the backplane, and ends once the 3rd pin engages [1]
If you'll always have something really sensitive speaking through the
chassis, you may not ever be able to perform OIR without causing a
disruption.
