Two option 150's will not work unless the phones lose power. They are only
looking for TFTP for their configuration.

Yes, I've considered that and I believe that would work within a single
site. 

Across sites however...

...How about two IPs in DHCP option 150, has anyone tried that?

I don't think that is supported. You can do CCME with HSRP in the same LAN
but not in a different network.

Anyone know of a way to failover (automatically) from one CCME to another
(at a different site)?

Example:
Site 1:  CCME
Phone registers locally.

Site 2:
CCME
Phones register locally.

If the site 1 CCME goes down can the phones automatically re-register to the
CCME at site 2?
