As per your experience what could be the issue whether it's related with
hardware or configuration issue.

Try making the call and enable debug vpm signal to see all differrent port
states and digits being dialed. Also in order to check whether this is a
dial peer issue do a debug ccapi voice inout.
Please be aware that these debugs would generate a lot of output and so
please try them when you do not have much calls on the router.

But on other router when we check same it shows EN_OnHOOK can you pls. help
