You can add it into Cacti under:
Data Templates, Add, Data Input Method->Get SNMP Data
Data source name calls
Custom Data, OID field, I use .1.3.6.1.4.1.9.10.19.1.1.9.1.3.0.0 for my
PRI Active calls on my 2811 and 2821.
Then you can add that Data Template to a Host Template.
My Host Template contains CPU Utilization, Active Calls, and Ethernet
interface usage.
See attached jpgs.

Not certain of Cacti specifics but I believe:
<snip>
If an IOS gateway, use SNMP to poll
1.3.6.1.4.1.9.10.19.1.1.9.1
Description An entry in the DS0 Usage table.
Use cpmDS1UsageSlotIndex and cpmDS1UsagePortIndex to specify which
ds1,then use cpmDS1ActiveDS0s to find the number of active calls per
ds1.
</snip>
