[cisco-voip] CCM 7.x line load control

cm does has a couple provisions:
1. code yellow - system wide throttling of calls as CM approaches capacity
2. max signaling events per endpoint - there is service parameter to 
control max rate of SCCP messaging to an endpoint

there is no provision to rate limit a specific endpoint on per-call basis.
