[cisco-voip] ISDN sudden disconnect.

I have a MGCP gateway connected via PRI. Whenever a call comes in from the
PRI, the IP Phone rings a single time and then disconnects. On the gateway,
debug isdn q931 reports:

Cause i = 0x80A9 - Temporary failure

I'm wondering if this is a dsp issue, as a call into the POTS line works
fine, but sending that call to an IP Phone I get this issue. Any
suggestions?
