[cisco-voip] phone designer?

has anyone uploaded a ring tone to a 7971 and had phone desinger picked for
the default but on the extension it not be the phone designer?  is this a
bug?
CM 6.1.2
Phone designer 7.0
firmware 8.4.1es10

How do you fix it?
