If the domain name isn't specified on your router you do not need it on you CCM config - only the hostname will do (I have it set like that)

I have now added
Int serial 0/0/0:15
isdn bind-l3 ccm-manager
ccm-manager config server 172.16.xx.10
ccm config
then
no mgcp
mgcp
and debug ccm error still shows
000086: *Dec 3 09:46:28.112 GMT: //-1/xxxxxxxxxxxx/MGCP/mgcp_mp_get_not_entity(830):[lvl=2]Invalid parameter (pkt 0x6771F980 pkt->mgcp_parm_lines 0x00000000)
I have confirmed the two FQDN match up.

You are missing l3 backhaul binding to ccm-manager under your serial
interface. Add "isdn bind-l3 ccm-manager" under serial 0/0/0:15
