[cisco-voip] Restore backup to CUCM 5.1.3

I am really not sure what is happening here... it seems to start the
restore, then just fizzle out... I see it hit the SFTP server... move
some files... but the status doesn't change and hitting refresh does
nothing... it does the say the DRF Master Agent is busy if I try to do
anything else...
