[cisco-voip] Restore backup to CUCM 5.1.3

How big is the backup and what file does it seem to hang after downloading? 
You can always try bouncing DRF Local and Master on the server and then rerunning the restore.
Last resort would be checking out the DRF logs to see what is going on.
