OK, could you please describe the topology?
do you have two routers with two links in-between or one router connected to
two routers?

Are you sure about that? The expected behavior when creating two dial peers
with identical destination patterns but different session targets is the
lowest numbered dial peer is always used first and if the session target is
not available the next dial peer is used. Although this does provided
redundancy it's not load balancing.
