[cisco-voip] Load Balance between SIP dial-peers

Last time I used SRV records on dial-peers you had to assign the dial-peer's session target as 'sip-server' and configure the domain in the sip-ua. Otherwise, if you make the session target dns within the dial-peer it did not use SRV records and randomly selected one of the A records.

The expected behavior when creating two dial peers with identical destination patterns but different session targets is the lowest numbered dial peer is always used first and if the session target is not available the next dial peer is used. Although this does provided redundancy it's not load balancing.
