[cisco-voip] Load Balance between SIP dial-peers

Ok I think that was the confusion - it sounded like multiple dial peers with
different IP addresses the lowest one was always chosen.  I do believe that
sip-ua server is the only input that supports SRVs, but I have not tested to
check.
