[cisco-voip] Problem with a third-party SIP device dialing out

Ok, here's the situation.
I have a customer that put some third-party SIP phones on a 6.1.4 cluster.
They register fine, and can take calls without issue.
However when trying to dial out CUCM is rejecting them as unauthorized.
Has anyone seen this before?
