[cisco-voip] CFwdAll Not working??

This user is driving me nuts. I may just be miseducated about this should work. We have 2 users who back each other up.
When DN 2000 goes to lunch she CFWDALL to DN 1000
DN1000 has CFNoAnswer set to DN 2000 (And vice-versa for DN2000). When DN2000 is Cfwdall should calls that are not answered on DN1000 still be forwarding to DN2000? I would say not as that would cause a loop but I'm just not sure.
The strange thing is I never get any complaints from the user at DN1000 and she CFwdalls in the same method when she is at lunch but has never complained.
