Good way to do such a things is create a dummy dn example : 8XXX and call forwad all to voicemail on this dn , than on voice-mail dial-peer you can assign a voice translation rule that redirected number should be translated to cut 8. Using this you can do call forward to 8100 and it will hit exact VM mailbox. You can use this kind of dn for other things ( for example to call forward final hunt list number to exact user mailbox ).

Brian suggested creating a voip dial-peer to go to CUE with a separate number. Now it is clicking. I think that is the step that I missed. I will try that and see what happens.
