You will have to reinstall the locale files and the phones should keep
their locale settings during the upgrade so you won't have to
reconfigure them.

Subject: [cisco-voip] 5.1.3 to 7.1.3a Locales during upgrade preserved?

If I upgrade CallManager 5.1.3 that has a Locale and phones using that
Locale and going to CallManager 7.1.3a you have to re-install the Locale
then re-set those phone's Locale.

I know this was true using 4.1.3 DMA, but am not certain about 5.1.3
upgrade to 7.1.3a.
