FYI: The EM-HDA-6FXO requires the EVM-HD-8FXS/DID card to be installed.

The amphenol connector also requires the correct punchdowns. Because
the HD card itself can have different modules, the punchdowns are
different depending on what you install. The Cisco site refers to a
Blackbox part number that takes care of this for you.
This link also says that the 2921 supports 28 FXO ports, so you should
be good to go. I like to see the max number in print because I found
out that just because you can fit X number of ports physically into
the router, doesn't mean it will support all of them.
