You are correct on the compatibility matrix, but those are the files for 7.x upgrades. You'll note the text in the download for any of the 7.0 upgrade files..
"Cisco Unified Communications Manager 7.0(2) part 1 of 2 (non-bootable) - For upgrade from 7.0(x). Upgrades from 5.1(3)+/6.0(1)+ need to be requested via PUT (www.cisco.com/upgrade) or purchased to obtain the necessary license."
The file you need you would get in the upgrade kit when you order it via PUT (or purchase it).

I am currently downloading 5.1.3.7000-5.tar.gz.sgn and will try upgrading with that once complete. I will post results when complete. Its funny because the CUCM Software Compatability Matrix indicates that all these previous versions attempted is compatible for upgrade with 5.1.3(d).

I think this is still related to the need to go to 5.1.3f before upgrading further.
If you place the 5.1.3f upgrde in the directory is it found?

“Errors encountered.
The directory was located and searched but no valid options or upgrades were available. Note, a machine cannot be downgraded so option and upgrade files for previous releases were ignored.”
We have tried upgrading to versions 6.0, 6.1, 7.0, and 7.1 and get the same result with every attempt.
Has anyone seen this before and if so, is there a fix? Thank You in advance for any suggestions or advice.
