Message monitor is the cause of the problem.

How long is it taking right now? Is this a callmanager integration? It
should be relatively instant by default. Are you using the message
monitor feature? That will introduce a few seconds of delay before a
subscriber's greeting will start. Also, are you sure there is no delay
in the prompt that is being played out?
