[cisco-voip] FXS on 2811 problem

Hi, all!
Please help me investigate stramge problem, I’m VERY confused.
I have a strange problem on few VIC-4FXS cards installed in 2811 onboard HWIC slots.
FXS ports simple don’t working. PVDM resources is enough, ports apperaring in configuration, but does not detects connected phone(there is no dialtone) and ‘debug vpm signal’ shows no activity.
Amber led is lights on all ports. The same VIC card works just fine in 3825.
I have tried different IOS version and feature sets, but with no luck.
Right after reboot port’s states is Dormant, UP.
After shut/no shut ports are stucks in ‘Admin UP’ but ‘Operation down’ state.
Additionally strange S_OPEN_PEND state appearing on these ports in ‘sh voice call sum’ output.
This is LAB setup, I have no specific wiring and I’m using regular Panasonic desktop phone.
Router has no specific configuration, all voice-port clauses are empty.
