[cisco-voip] Ring List Unavailable!

I had this problem with some 7961 (SCCP) phones on 6.1.2.  The problem was
my fault, although a little weird.  I had the User/Network Locale defined
both on the phone and the device pool.  For some reason that canceled itself
out.  When I removed it from the phone configuration page the ringlists were
accessible.  I also had a clock issue.  do your phones have the correct
time?
