[cisco-voip] 2nd tftp server on phone

This is somewhat dependent on your phone model.  the 7905/7912 use 
different core operating system than 7940/60 and different again from 
the 7941/42/45/61/62/65/70/71/72/75.

Using DHCP simply supply DHCP option 150 as an array and provide 2 
addresses.

If manually configuring the phones ( i hope you have many college coops 
to touch all phones!)
on a 7970:
settings
**# to unlock phone
2 network configuration
1 IPv4 configuration
17 TFTP Server 1 (edit softkey)
18 TFTP Server 2 (edit softkey)
