If it's all H.323 run 'debug h225 q931' to get the basic gist of  
what's going on.  You should see inbound setup, outbound setup, etc.

If your provider can't route to the IP phones you may want to  
register some DSPFarm resources on the CUBE and have it proxy the audio.
