[cisco-voip] Upgraded Partition Backout

There should never be a circumstance where between the time you run  
the upgrade and the manual switch version that the inactive (ie evil  
upgrade) partition takes over.  Even a reboot will keep it on the  
same version until you explicitly tell it to switch versions.   If  
the evil partition does manage to take control you just switch  
versions back to the now inactive partition (the non-evil one).
