[cisco-voip] Cisco AS gateways aren't doing SIP strict routing correctly?

There have been huge improvements in the SIP code since 12.3 mainline
code.  If you device allows it, you may want to try 12.4(20)T,
12.4(15)T, or whatever the latest image is you can get on your
platform.
