[cisco-voip] 4.1(3)-6.1(2) upgrade H323 gw stops working

In CCM does the device pool of the H.323 gateway have a CM group that  
includes the new subscriber?

Debug voip ccapi inout shows the inbound call hitting the right dial
peers, but the call fails with cause code 38 - Net out of order.

The only thing that changed about the config is the session target of
the dial-peer, pointing to a new subscriber which replaced the old
one.

Any suggestions are greatly appreciated.
