[cisco-voip] 4.1(3)-6.1(2) upgrade H323 gw stops working

I know it sounds too easy, but reset the gateway in UCM. I've had issues similar to this when a GW config is changed and hasn't been reset in UCM.

I have a 2811 in a branch office which has stopped passing PSTN calls
through its analog DID ports to IP phones (but is allowing outbound
calls on the FXOs).  It stopped immediately after our 4.1(3) to 6.1(2)
upgrade this weekend.

Debug voip ccapi inout shows the inbound call hitting the right dial
peers, but the call fails with cause code 38 - Net out of order.

The only thing that changed about the config is the session target of
the dial-peer, pointing to a new subscriber which replaced the old
one.

Any suggestions are greatly appreciated.
