[cisco-voip] Busy trigger ignored?

The VG224s are setup as SCCP.  

 

I'll go back and double check per device but want to say each are set to
Max. calls = 2 and Busy trigger = 1.

vg224 - analog or sccp?

keep in mind that busy trigger is configured per device. so the IPC and
vg224 sharing line could actually have different busy triggers.

If the call is delivered by hunt pilot/huntlist/linegroup then
'intercepts' (cfa,cfb,cfna) on the line are ignored.

What would cause calls to ignore the busy trigger?  I'm seeing an issue
where the second call that comes in (with a call already on the line)
does roll to the next line.  The busy trigger is currently set to "1".
The number shows up on two different VG224s (and my IP  Communicator for
testing).  I've grabbed traces for three calls where I was able to
recreate the issue and nothing is jumping out at me.

If I don't find anything tonight - I'll open a TAC case in the morning
when I can get someone on the East Coast.
