One option would be see if the Telco would be willing to remove the
restriction so that you can send CLI as whatever. Sometimes this can be
arranged.
Or you could set the CFwd CSS to one that has a translation pattern that
sets or hides the CLI for outbound calls.

Thanks guys,
I have checked the debug, and the issue is that call manager is trying
to send the cli of the calling party, onto the external number the DN is
forwarded too.
Is there a way around this?
