Yes this is correct. I have allowed both CUCM servers access to our SMTP servers. I agree that it is the publisher that sends them but to be sure I allowed both IPs to access our SMTP server. :)

i think the publisher. RTMT alerts will be sent even if there are no active RTMT clients so the alerts are definitely sent from one of the CUCM servers.
