You are correct.  Per the Ciscp Product Reference Guide a 2851 supports
only one NM module.

I believe a 2851 has only 1 NM slot.  one EVM slot and the slot next to
the NM is for an ethernet blade.  Someone please confirm.  I don't think
this will work unless you are moving an AIM-CUE to the 2851...then it
would be physically possible, but im not sure if it is a supported
scenario.
