[cisco-voip] Changing dial out number from 9 to 5 to solve 911mis-dial issues

Have calls failing to that Unity/IPCC 911 pattern/partition forwarding
to another pattern/partition that results in direct 911 calls.
Unity/IPCC can be down and 911 calls will still function, they just
won't get the message first.

Typically Unity/IPCC systems are pretty mission critical.  While I like
the KISS method of things, sometimes a minor complication can solve some
otherwise hard to solve problems.
