[cisco-voip] cannot dial out via FXS

Hello...

I have a cisco VoIP system using a 2821 with 2 PRIs plus a couple
VIC2-2FXS cards.  The FXS cards are configured like this:

voice-port 0/2/0
!         
voice-port 0/2/1
!
dial-peer voice 490 pots
 destination-pattern 490
 port 0/2/0
!

That port is connected to a fax machine.  Incoming calls work fine.
Dialing an internal extension works fine.  But outgoing external calls
fail.

The vendor that installed everything is "uncooperative". :(

What do I have to add to allow outgoing calls?
