[cisco-voip] utilization reports on a T1 PRI connection

Ok, my bad. Those work fine. I had a mix of H323/MGCP gateways and
wasn't getting anything back on one but it was a MGCP gateway and that
MIB doesn't get updated for MGCP PRIs.
