[cisco-voip] SOAP from a Linux box - 911 notification

If you uploaded CDR records to a Billing Server you'd have all of the csv
files with the calls in them. I can't imagine it would be too hard to have a
script grep for 911 and 9911 and send the full call detail record to someone
if that sequence was found.
