Depends on your version. In 4.x you were SOL. In the newer version AAR can
detect down WAN links and reroute. Or you can use new call forward settings
on the DN.

How can I deal with the scenario of a call placed on cluster from one device
to another device at a remote location but the WAN link is down at the
remote location and the site is in SRST.  AAR does not seem to fit, all it
refers to is when a site has insufficient bandwidth. No way I can think of
to use Route Lists since from the Call Manager perspective this is an
internal call.
