[cisco-voip] In CallManager 7.1 globally enabled peer firmware sharing?

To correct myself in this case there is no "default" option but the  
Common Phone Profile does allow you to bulk set some of the Product  
Specific configurations.  Peer firmware sharing is included.  This is  
in 7.1(2) as I don't have a 7.0 server to check.
