[cisco-voip] how to reduce dial-peer failover/hunting time?

I have three dial-peers setup on CME 4.2 router

first dial-peer is pointing to CCM Subscriber SIP trunk (VoIP)
second dial-peer is pointing to CCM Publisher SIP trunk (VoIP)
third dial-peer is pointing to PSTN  (POTS)


When both of CCM servers are down, it took very long time to use the 
third dial-peer and establish the call. Is there a way to reduce the 
dial-peer hunting or failover in the above scenario? Appreciate if 
anyone can share your thought. Thank you
