It's for enabling presence for users per line. Required for CUP/CUPC.
P.S. This was also available in 6.1.2 (was added in 6.0.1)

Subject: [cisco-voip] associate end users with line appearance
I upgraded from CM 6.1(2) to 7.1(2) and now I see that I can associate
end users with a line appearance in the directory number configuration
page. Any idea what this does?
Thanks,
Eric
