As Patrick pointed out...in CME (as with many things, a la paging) it's
actually a built in feature versus the 'hoops' you have to go thru for CUCM.

you can achieve silent ring (or other line behavior for that matter)
by using a different operator to assign the ephone-dn to a ephone with
the button command e.g.

button 1:1 (: is the operator for "normal ring")

button 1s1 (s is the operator for "silent ring")
