[cisco-voip] Inactivating a Device via AXL

Hi,
 
I am trying to use AXL SQL tool kit to deactivate a phone programmatically.
I am receiving an error follows:
 
Cannot make an active licensed device inactive (IsActive cannot change from
true to false)
 
I am trying to set the IsActive field in the Device table to f it is now t
 
is this the right thing to do?
