[cisco-voip] Inactivating a Device via AXL

My guess is that "IsActive" refers to the licensing and not the operation of the device. Is there a reason you don't just remove the DN/s from the phone, or delete the phone all together

I am trying to use AXL SQL tool kit to deactivate a phone programmatically. I am receiving an error follows:
Cannot make an active licensed device inactive (IsActive cannot change from true to false)
I am trying to set the IsActive field in the Device table to f it is now t
is this the right thing to do?
