[cisco-voip] "Normal Through" patch panel?

My google-fu isn't up to snuff.  I'm pretty sure that I remember
seeing / reading about CAT5/6 patch panels where you can punch down
the location onto one set of IDCs and punch down something like a
RJ-21 from a Cat6500 ethernet blade to the second set of IDCs.  These
then have a CAT6 jack inbetween them, but it's setup so that
everything is normally connected.  You'd only use a patch cord when
you needed to do something "custom".  Since everything is normally
connected, your patch panel may only have 6 patch cables on it, rather
than 800.

So, am I dreaming?  Where have I see this?
