This satisfies the RJ-21 connector requirement, but it isn't a "normal 
through", and it seems like it's just for voice.

My ideal "normal through" patch panel has two CAT6 cables coming in per 
each CAT6 connector.  As mentioned in the first message in the thread, 
the "top" set of punch downs for each jack goes back to the switch, and 
the "bottom" set of punch downs for the jack is actually the wire going 
out to the location.  So even with no patch cord in the jack, those two 
CAT6 cables are already connected to each other.
