[cisco-voip] CER upgrade to 7.0 failure

I am trying to upgrade our CER cluster from 2.0(3) to 7.0(3).  The publisher upgrade worked fine, but the subscriber failed with:

06/11/2009 12:54:27 CCMInstall|(CAPTURE) rpc = [<ServerProxy for cerA:1515/RPC2>]|<LVL::Debug>

I upgraded the publisher before the subscriber, but I did not reboot it into the new version. Is CER like CM where this is ok, or do I need to reboot the publisher into 7.0(3) before upgrading the subscriber?
