[cisco-voip] CUPC Presence statuses...

CUCM 6.X and later moved away from the SUBSCRIBE method for presence. In fact, in CUCM 6.X and later, the Subscribe CSS is no longer required on the SIP trunk to CUP to pass presence.

Instead, CUP implemented the PUBLISH model for presence so instead of CUP subscribing for every user's presence to CUCM individually, CUCM now just publishes the presence to the trunk. The current way to get CUCM to publish the presence of a user is to assign the user to the line. This DOES NOT mean that you just associate the line to the user on the user config page. You must go to the line config and at the very bottom of that page, add associate a user to that line.

This added a little complexity/confusion because now, not only do you have to associate the line to the user, but you also have to associate the user to the line.

Presence SUBSCRIBE CSS is the same on all devices and has visibility
to all partitions
