MSAG (Master Street Address Guide) 
it’s just a database of street addresses that the PSAP uses to identify
locations.  You are correct, the PSAP doesn’t really need to be a
part of your E911 until the time comes around to actually test and confirm that
what you think you are sending them is accurate.  Though it never hurts to
show them what you’re planning (especially with a large campus) and see
if they have any input that would help them get their emergency services to the
exact locations.
 
I know AT&T uses Intrado in Illinois to manage their
MSAG and ANI/ALI.
 
Lelio is correct, you need to go to your
Telco and find out how you can manage your ANI/ALI info.  They already
have your ANIs (numbers) they just need you to tied that to your ALI
(location).  There’s always a cost associated to this and they will
provide you with the correct syntax for your output to their database.
 
Depending on how big your campus is, it
may be easier to just manually change your ANI/ALI info instead of trying to
get CER to export it.

you are talking about. I just need to send a different DID number outbound for
each ERL.

As
far as I know, E911 information is given to the Telco, not the PSAP. The PSAP
rarely wants to hear from you. Even testing is getting to be a bit of an issue
in metropolitan areas.

You have to get a PSALI type service from your provider. This costs money and
allows you to update the records for the DIDs you have purchased. In Canada anyways.

CUCM 7.x with Emergency Responder
7.x.  I have all of the translations and locations setup working
correctly. My problem is with the local PSAP operator. The place I am setting
up is a large campus but the local Telco did not offer PRI’s or CAMA
trunks before this installation. This customer has enough clout locally to get
the Telco to get the equipment so they can have PRI’s because they wanted
to implement E-911 to the police even though there is no law requiring it
yet.  Now when I try to export my location information the local PSAP
administrator does not know what to do with it. He states that all of that is
handled by AT&T at the MSAG. I don’t know what MSAG is but it sounds
like that is where I need to go.  Does anyone know of a standard way to
export the information that AT&T would accept. I think I have hit a brick
wall locally.
