[cisco-voip] Phones Ring but no voice? CME- to other Router

Hi All.
 
>From my brief reading it would seem that an AIM is only required if using something like a T1/E1 to handle multiple calls. Does this sound correct?

Test Lab Setup is.
1760 with CME4 and 2 7940's
Conected via ethernet to
2651 with 2 POTS on FXO's
Call from 7940 to 7940 work fine
Call from POTS to POTS work fine
Previously with FXO in the 1760, 7940 to POTS worked fine.
Now when I try to place a call between the CME router and the other router or vice versa, the phones ring as expected but then there is no voice between the phones. 
Has anyone got any ideas as I am realy scratching my head on this now and getting frustrated.
